Prime Minister Abiy Ahmed has addressed the parliament, providing an update on the implementation of the Pretoria Agreement and the situation in the Tigray region. While acknowledging significant progress in infrastructure restoration and service provision, the Prime Minister highlighted the Disengagement and Reintegration (DDR) process as a key area requiring further attention.
According to PM Abiy, the Pretoria Agreement has played a crucial role in rebuilding infrastructure and ensuring the delivery of essential services to the people of Tigray. However, he emphasized that certain critical issues are yet to be adequately resolved, with the DDR process being a primary concern affecting the Tigrayan population. The Prime Minister stressed the importance of redirecting youth away from militarization and engaging them in development activities, noting that substantial funds, which could otherwise be allocated to development, are currently being channeled towards this effort.
Regarding the return of displaced persons, PM Abiy reported notable success in areas such as Raya and Tselemet, where significant progress has been made in facilitating the return of individuals to their villages. However, he acknowledged that progress in other areas has been less satisfactory, attributing this to the complexities arising from the intersection of humanitarian aid and political considerations.
Despite these challenges, Prime Minister Abiy commended the Tigray Interim Administration for its "excellent job" in preventing further conflict over the past two years. With the administration's initial two-year term now concluded, he stated that legal reforms are necessary to pave the way forward. Following the amendment of relevant laws, a comprehensive review of the interim administration's performance will be conducted. Subsequently, adjustments will be made in accordance with the principles of the Pretoria Agreement, enabling the administration to effectively carry out its remaining responsibilities and prepare the people of Tigray for upcoming elections.
Prime Minister Abiy informed the parliament that discussions are currently underway with leaders of the interim administration and other relevant stakeholders to navigate this transition. He indicated that this process will involve an evaluation of current tasks and may lead to changes in personnel to ensure the smooth implementation of the next phase.
