Distinguished water resource scholar Dr. Tirusew Assefa has recently highlighted a significant development in the Nile Basin region. On his X account, Dr. Tirusew announced that the South Sudanese government has ratified the Cooperative Framework Agreement (CFA), a move seen as a milestone for the equitable and reasonable use of Nile waters. This decision by South Sudan is expected to be a turning point, paving the way for stronger cooperation among Nile Basin countries.
Dr. Tirusew emphasized the importance of this ratification, noting that it is crucial for the continued collaboration and development initiatives of the basin nations. The CFA, which involves 11 countries along the Nile, aims to promote equitable use of the river's resources. Key provisions include the establishment of a Nile River Basin Commission, facilitation of data sharing, and mandatory environmental impact assessments for major projects.
South Sudan's parliament, after months of deliberation, approved the CFA. Parliamentary spokesperson Oliver Mori stated that this ratification could enable South Sudan to pursue various development projects, including hydroelectric power generation, leveraging the Nile's resources.
While the majority of Nile Basin countries have committed to resolving any arising issues diplomatically and peacefully, Egypt and Sudan have expressed concerns. They want assurances that the agreement will not harm their current rights and water security.
The scholar believes that the recent ratification by South Sudan, following the steps of Ethiopia, Tanzania, Rwanda, Uganda, and Burundi, showcases a strong desire for development and mutual understanding among the basin nations. Dr. Tirusew urges all Nile Basin countries to band together and ratify the CFA to ensure sustainable growth and development for the region.
