House Unanimously Approves Proclamation on Resettlement, Compensation, and Land Release.

The House of People’s Representatives of Ethiopia (HPR) has approved a new proclamation to establish a system for the release of landowners, payment of compensation, and resettlement of settlers, aiming to benefit the populace. This decision was made during the HPR's 34th regular meeting.

Shewit Shenka, Chairperson of the Parliament’s Standing Committee on Urban, Infrastructure, and Transport Affairs, reported that the revised proclamation clearly outlines the roles and responsibilities for resettling and rehabilitating displaced individuals. She emphasized that the new approach aims to alleviate delays caused by court disputes and unwarranted compensation claims, ensuring that development projects are carried out effectively and without delay.

Etsegenet Mengestu, Chairperson of the Law and Justice Affairs Standing Committee, highlighted that the amended proclamation will ensure the appropriate use of public and governmental resources. She pointed out that the previous compensation system was susceptible to corruption and often failed to provide sufficient compensation to the displaced. She also noted that the new proclamation will not overburden the legal system, as appeals from those who feel inadequately reimbursed will be heard by the highest judicial courts.

Parliamentarians expressed differing views on the amended proclamation, acknowledging that it will help complete projects on time and within budget by eliminating previous unlawful procedures. They also recommended that compensation-related disputes be brought to federal courts and heard under the relevant jurisdictions.

After a lengthy discussion, the House enacted the amended Proclamation No. 1336/2016 with a majority vote, four dissenting votes, and six abstentions.
