Ethiopia's Productive Safety Net Program: Reviewing Progress, Charting the Future

By: Yohannes Fentahun

Stakeholders have convened to review Ethiopia's Productive Safety Net Program (PSNP) and develop a strategic plan for its continued success.

The meeting, attended by high-level government officials, including Minister of Agriculture Girma Amente, regional agricultural bureau heads, representatives from donor organizations (including the German and Norwegian embassies), and development partners, focused on key aspects of the program’s implementation and impact.

The meeting centered on the timely initiation of the next phase of the PSNP and a presentation of the government’s concept note. Discussions also highlighted the critical need for high-level oversight to ensure the effective implementation of the 2017 work plan.

The PSNP, launched in 2005, represents a significant shift from earlier emergency food aid approaches. Recognizing the limitations of solely providing emergency food aid, the program incorporates a more productive approach, aiming to address both immediate food insecurity and long-term livelihood development.

The program's multifaceted approach combines public works programs, food assistance, cash transfers, and capacity building initiatives to support vulnerable households. PSNP operates across wide geographical areas, using specific criteria to determine eligibility for support either through public works participation or unconditional cash transfers. This approach contributes to local development by creating an enabling environment for community improvements.

The meeting underscored the Ethiopian government's commitment to continually improving the PSNP, ensuring its continued effectiveness in supporting the country's most vulnerable populations and contributing to sustainable development.
