Tigray Interim Administration Calls Tigrayans to Nominate New President for Extended Term

This is the message prime minster Abiy Ahmed transmitted translated from Tigrigna

In announcement to "all Tigrayans" Wednesday, the Tigray Interim Administration has called the people of Tigray to nominate and send to the Office of the Prime Minister (OPM) the names of eligible candidates who can take over the interim government lead role for the term to be extended.

Following the expiry of the term of the interim government that has been in operation for two years in accordance with Article 62(9) of the Constitution, Proclamation No. 359/2002, which prohibits the intervention of the federal government in the regions and the Pretoria Agreement as well as the Council of Ministers Regulation No. 533/2015, the incumbent has found it necessary to extend the term, the announcement said.

"According to Article 15(3) of Proclamation 359/2002, the interim administration shall last for two years only. However, if there is a valid reason, the term of the interim administration may be extended. The Tigray Interim Administration, established by the above-mentioned laws and the Pretoria Agreement, was supposed to complete its interim administration within two years and hand over its responsibilities to the elected government," it reads.

A one-year proposed extension is due to come because of failure to accomplish major tasks.

"The interim administration failed to carry out its key tasks on time. One of the key tasks was to create conditions for elections. This task is one of the unfinished tasks and it was found necessary to extend the term of the interim government by one year through legal amendments," the announcement justified.

The Federal Government decided to extend the term of the Interim Government, taking into account the prevailing situation on the ground, it said.

"In this regard, it has been found necessary to appoint a new President of the Interim Administration."

According to Article 3(2) of Law No. 533/2021, the appointment of the President of the Interim Administration is the responsibility of the Prime Minister, it indicated, but now a shift is made in the procedure for inclusion.

"However, in order to ensure that the body that the people believe will lead the country in a democratic manner, the President of the Interim Administration should have the participation of the President of the Interim Administration," Wednesday's announcement reads.

"Candidates who believe that they can effectively carry out the tasks assigned to them by the Interim Administration and ensure peace and security in the region can send their candidacies to the Prime Minister’s Office email attached below as of today," it urged Tigrayans.
